Short-stay management in Cartagena
Concierge service in Centro Histórico Here is what changes in this sector and what has to be reviewed before activating the property.
Concierge work is about the guest experience in Cartagena, which is a different job from answering the inbox or running the apartment. Its subject is the city: airport transfer, restaurant reservations, island trips, walks through the old town, contact with trusted suppliers, celebrations, groceries stocked ahead of arrival, and in home services when a group asks for them. It works before the trip, asking what the group expects, and during the stay, handling whatever comes up. For the owner it matters for three concrete reasons: a guest who feels looked after treats the property better, asks before improvising, and leaves stronger reviews, which is what sustains visibility across channels. It also acts as a soft filter, because those conversations reveal what kind of stay is coming. What should be settled up front is which concierge services are included and which the guest pays for, and how far a group may use the apartment, so a celebration does not become an event the building will not allow.
What Centro Histórico is, and what changes there
The Centro Historico is the city inside the walls, and it is the one part of Cartagena where the supply of property is structurally fixed: nothing more gets built there. What changes hands are colonial and republican houses, buildings converted into small hotels, apartments carved out of historic structures, and ground-floor commercial premises. The scarcity is the defining economic fact, and the heritage regime is the defining legal one, since what may be altered, how a facade is treated and which interventions require authorization are set by conservation rules rather than by ordinary zoning. That makes the restoration history of a specific building, and whether its work was properly authorized, more important than any comparison of square footage. Buyers here are generally not choosing between the walled city and a tower in the north; the two are different assets with different maintenance logic and different buyers. Sellers deal with a narrow, international pool. Renters find mostly short-term lodging and a limited set of long-term homes. Whether a given address may host paying guests follows from its own permissions, verified one by one.

Venezuelan buyer
What decides this purchase is not the price but traceability: if the money has passed through accounts in third countries, every leg of that route has to be documentable, and the paperwork is assembled before the transaction starts, not when the bank asks for it. The transfer has to enter through the regulated exchange market with its declaración de cambio and be registered as foreign investment with the Banco de la República, and if the originating account is not in the same country as your identity document, ask the bank and the Banco de la República explicitly how that case is recorded. The poder for signing from abroad depends on where you live now rather than on your nationality: the Colombian consul in that country, or that country's apostille, with the Cancillería confirming which applies. Visas and the cédula de extranjería are for Migración Colombia, which is who distinguishes a stay permit from a visa. And the tax question is whether a treaty exists between Colombia and the country where you are tax resident, and what it says about rental income and about ganancia ocasional, with an accountant in each country.
