How do I review a development before buying in Cartagena hotel zone?

Buy property in Cartagena

Vet a development before buying in Zona hotelera de Cartagena Here is what changes in this sector, which kind of property fits and what to check before signing.

Reviewing a project in Cartagena means looking at who is building and what state the work is in, a different examination from the one applied to a finished property and different again from reading an off-plan contract. Here the subject is the track record of the developer and the builder, what they have delivered before and how it held up, whether the land is titled to whoever claims it and free of encumbrances, whether permits are issued and current, how much of the project has already sold, and how the remaining work is funded. It is worth walking the site to see whether there is real activity, asking about independent supervision, and asking under what arrangement buyer money is held while there is still nothing to hand over. In a coastal city the design response to humidity and salt also matters, because it sets what the building will cost to maintain later. And knowing what use the bylaws will allow once the project opens is worth settling, since it cannot be assumed granted. Dimare Collection walks that review and Nisimblat Law checks the legal side.

What Zona hotelera de Cartagena is, and what changes there

The zona hotelera is not a neighborhood but a slice cut across several of them, defined by use rather than by geography: the stretches where hotels, apartment-hotels and visitor accommodation concentrate, mainly on the peninsula and along the northern beachfront. Reading it as a sector would be misleading, because an address inside it can be an older dense tower at the point of Bocagrande, a hotel property near the walled city or a recent complex on the northern corridor, and those are different assets with different maintenance, different buyers and different rules. What they share is a logic: value tied to visitor demand, strong seasonality, intensive use of common areas and neighbors who are mostly not permanent residents. For a buyer that means the governing documents and the accounts of the specific building matter more than the label, and that the lodging use everyone assumes is normal here is in fact decided by each condominium's bylaws and the permits attached to that property. For a seller, the comparison set is other accommodation-oriented buildings, not residential ones.

American buyer

Moving the money is not a formality. Funds leaving a US account have to enter Colombia through the regulated foreign-exchange market with a declaración de cambio, the exchange declaration, and the Banco de la República is the body that explains how the operation is recorded as foreign investment and in whose name, because whoever sends the money and whoever appears on the escritura, the deed, must be the same person or the same company. Signing from abroad has two routes that are not interchangeable: a poder, a power of attorney, granted before a Colombian consul where you live, or one granted before a notary public and then apostilled. Which one the Cartagena notaría will accept is a question for that notaría and for the Cancillería before you pay for a translation. Visas and the cédula de extranjería, the foreigner ID card, are a separate matter from the purchase and belong to Migración Colombia: buying does not stand in for the immigration process, nor the reverse. On tax, the question to settle is whether a treaty exists between Colombia and your country and what it says about rental income and about ganancia ocasional, the gain taxed on sale. Confirm that with an accountant in each country, not with the seller.
