What should I check before renting in North Zone of Cartagena?

Rentals in Cartagena

What to check before renting in Zona Norte de Cartagena Here is what changes with the sector, and with whether you are looking by the year, by the season or by the day.

Inspecting the property on its physical merits is a separate exercise from reviewing paperwork, and it belongs before any signature. Cartagena weather leaves marks: staining on walls and ceilings, rust on window frames and hardware, doors that no longer close, drains that smell, uneven water pressure, electrical outlets in poor shape. Air conditioning deserves its own look, since aging equipment translates into heavy consumption and a future argument about who pays for service or replacement. The whole building is worth examining, not only the unit: pumps, tanks, elevators, facade condition, and whether the condominium has pending works that will disrupt daily life. Visiting at different hours measures noise, odors, mosquitoes and real indoor temperature. Everything observed belongs in a handover record with photographs, with agreed repairs set down in writing before move-in. This is the chapter about the condition of the place, which is not the same as the chapter about documents the landlord will request. When doubts arise about what is being agreed, consulting a lawyer before signing is the sound move.

What Zona Norte de Cartagena is, and what changes there

The Zona Norte is the corridor where Cartagena is still being drawn. It runs north from the airport along the Anillo Vial, and it is the fastest-growing part of the city: beachfront, new services arriving stretch by stretch, and oceanfront developments at every stage of construction. The product mix is unlike the built-out peninsula. Gated tower complexes sit beside houses inside closed developments, unserviced land, hotel sites and retail space that follows the residential buildings rather than preceding them. Some stretches are consolidated and feel finished; others are a road, a sales office and a fenced lot. For a buyer that difference is the whole decision, because what surrounds a property today may not be what surrounds it later, and anything described as under construction needs confirming against a current permit. How the corridor develops from here depends on the market, not on a brochure. For a seller, the competition is new supply rather than neighbors. For a renter, the questions are distance from the center, whether schools and groceries are reachable without a car, and what each building's bylaws say about short stays, which is settled property by property.

Mexican buyer

Two currencies are called pesos in this transaction, so always say which one you mean: the contract is signed in Colombian pesos while the money leaves in Mexican pesos. The transfer is converted, enters through the regulated exchange market with its declaración de cambio and is registered as foreign investment with the Banco de la República, which is who to ask about how and in whose name. The poder for signing from abroad is granted before a Colombian consul in the city where you live or before a notario público and then apostilled, and which of the two the Cartagena notaría wants is confirmed with that notaría and with the Cancillería before you fly anywhere to sign. Visa rules and the cédula de extranjería are not the same for every nationality and belong to Migración Colombia: entering without a visa to visit the city and settling in it are two different situations. The tax question to settle with an accountant in each country is whether a treaty exists between Colombia and your country and what it says about rental income and about ganancia ocasional.
