An avalúo comercial —a signed appraisal report— is not an opinion about price: it is a document a licensed perito avaluador stands behind. Before any money moves, find out who prepared it, by what method and for whom, because the appraisal the lender orders and the one the seller shows you are two different documents.
The method follows the nature of the property, which is why the appraisal of an office unit is not assembled like any other. Where comparable units exist in the same sector the perito works by market comparison; where the subject is undeveloped land or a property with no close referents, the residual and replacement-cost methods appear, and those rest on planning and construction assumptions a buyer can read and challenge. On top of that sits a common confusion: the avalúo catastral published by IGAC —the assessed value— is the base for the impuesto predial, the property tax, and never claims to be market value. And an appraisal commissioned by a lender exists to measure that lender's own collateral, under prudential criteria that are not the buyer's. All of it decides money: how much the bank advances, how much the seller asks, and what ends up written in the deed.
An office unit is bought differently because it does not live on passing footfall but on the building's ability to work as a business address. What makes it usable are services the unit does not control: the hours lifts and security actually run, the air conditioning and how it is metered, backup power, connectivity and visitor parking. None of that is fixed inside the unit and all of it runs through the administración, so the review looks at the building rather than at the door. The second difference is destinación, the recorded permitted use: in mixed-use towers, units whose registered use is residential are routinely sold as offices, and the mismatch between what the deed says, what the reglamento allows and what planning rules require is what later blocks registering the activity or receiving the public. The third is the rental market: an office tenant is a company choosing on address, floor area and building services, and is replaced by another of the same kind, so occupancy depends on the state of the whole tower far more than on the state of the unit.
In Manzanillo del Mar the difficulty is not reading a registry record: often there is none to read. Much of what is offered never entered the registry at all, and what the counterparty holds is possession documented in private papers, with an acta de colindantes, a neighbors' boundary statement, and sometimes a sworn declaration before a notary, none of which is title of ownership. That moves the process to authorities absent in the other sectors: the Agencia Nacional de Tierras, the national land agency, where the soil belongs to the Nation; IGAC, the cadastral institute, and the district cadastre to identify the parcel; and the corregidor or the police inspector when occupation is disputed. Verification becomes a matter of fieldwork and mapping before notarial work: comparing the survey against the cadastral record and against what is actually fenced, because the same lot has been sold under different descriptions. The counterparty is usually a local family or a go-between with no written mandate, and that mandate has to be requested. Infrastructure is not handled by any single utility: a well or tanker water, a septic pit, and a side road whose upkeep is not always assigned to anyone.
What is specific to Manzanillo del Mar
A beach village north of Serena del Mar, where the original town still sits alongside the new complexes. A mixed market: social housing, beach condominiums and unserviced lots. Access is via the Manzanillo road off the Anillo Vial; the final stretch is not always paved to the same standard.
- whether the lot is public wasteland of the Nation, in which case it is allocated rather than sold and no private deed can cure it
- whether there is a right of way to the beach and where it runs, a constant source of litigation between neighbours
- the land use the POT assigns it, because much of what is marketed as residential is still classified otherwise
What to verify, step by step
- Ask for the complete appraisal report rather than the summary page: it has to name the signer, the perito's registration, the date and the method used.
- Check the appraiser against the open register kept by the Lonja de Propiedad Raíz de Bolívar, which can be consulted from abroad.
- Compare the area, boundaries and identification of the property in the appraisal against the IGAC cadastral record and the certificado de tradición y libertad, the registry history of the property.
- Go through the items specific to office units that the appraiser should have had in front of him: whether the deed's permitted use is office or residential, because in mixed-use towers residential units are routinely sold as offices; the hours the lifts, air conditioning and security actually operate, and whether use outside those hours is billed separately and whether the administración requires a declared destinación (recorded permitted use) and prior notice to receive the public, and which visitor parking is assigned to the unit.
- Add what the sector itself forces you to check in Manzanillo del Mar: whether the lot is public wasteland of the Nation, in which case it is allocated rather than sold and no private deed can cure it; whether there is a right of way to the beach and where it runs, a constant source of litigation between neighbours and the land use the POT assigns it, because much of what is marketed as residential is still classified otherwise.
- If there will be a mortgage, ask the lender which appraisal it requires and confirm with the Superintendencia Financiera that the institution is supervised before handing over documents or funds.
Mistakes that cost money
- Treating the seller's appraisal as neutral. The seller paid for it and it was written to support the asking figure; still ask for it, but read who commissioned it.
- Asking the appraiser for a number instead of the report. What lets you argue about value are the assumptions and the comparables, not the conclusion.
- Assuming the appraisal replaces a title search. The perito values the property; he does not establish who may sell it.
Frequently asked questions
- Can I commission my own appraisal of an office unit without being in Cartagena?
- Yes. The perito needs access to the property and its documents, not the buyer's presence; the signed report can be delivered by email.
- Why is the lender's appraisal below the asking price?
- Because it measures the institution's collateral, not the negotiation between the parties. They are two documents with different purposes and it is worth having both.
- Is the avalúo catastral useful for negotiating?
- It is useful for understanding the base of the impuesto predial, which is what IGAC and the District publish. For market value you order an appraisal from a registered perito.
